Scrollwheel to move contents of an item?

Is there any way to assign the scrollwheel (with cmd-shift modifier) to move the contents of the item under the mouse cursor? I have the Item edit: move contents of item left/right attached to kb commands and that is good, but scrollwheel would be so much more badass. I though maybe I could do it with the mac software keyboard maestro (assign scrollwheel to trigger the kb commands), but it doesn't support triggering anything with the scrollwheel. Open to other 3rd party suggestions, but haven't been able to find any.
